Rules and Regulations

for the

Department of Public Safety

as adopted by the Commissioners of the City of Rehoboth Beach on January 7, 1938

Chief of Police
Duties: October 1 to May 1

Superintend streets and other duties assigned by the City Manager or Commissioners. Monday, Tuesday, Wednesday, Thursday and Friday, unless some definite emergency arises then he shall be released for regular police duty until emergency police duty is completed.

From Saturday noon until Saturday midnight, he shall assume regular police duties.

Reports: Bi-Monthly he shall render to the Mayor a detailed report covering the following: (1) Activities during week, (2) Cases investigated, (3) Arrests made, (4) Disposition of cases, (5) Trips out of town and for what purposes, (6) Speedometer reading at beginning and end of each week, (7) Gas and oil consumed, (8) He shall take an inventory of property and know where it is to be found at all times, (9) All telephone calls to be registered with the name of the person making the call and the person called, (10) Traffic signals shall be cut off at day-light, (11) Other detailed information that the Department of Public Safety may need for the good of the service.

Salary of Chief of Police

$100.00 per month for all months except May, June, July, August, and September, these months he shall be paid $125.00 per month.

Night Watchman
Duties

Throughout the year he shall patrol the streets within the town limits from 7:30 p.m. to sunrise. His specific duties shall be to:

Prevent and report the breaking into and entering of cottages.

Watch out for fires.

Preserve order and decency on the streets of the City.

He shall be vested with general police powers during the time he is on duty, and shall be subject to call by the Chief of Police at all times to assist him in the enforcement of the law.

Reports

He shall render each night a report to the Chief of Police, which report shall be included in the Chief of Police report to the Board of Public Safety.

Salary of Night Watchman

His salary shall be $75.00 per month throughout the year.

General Duties for Chief of Police and Patrolmen

There shall be no drinking of alcoholic liquors while on duty.

They shall keep neatly dressed and cleanly shaven while on duty.

They must be courteous at all times.

They must report for work promptly and sign when they check off duty.

They must not enter tap rooms in uniform, unless called in to perform duties as officers.

They shall not smoke while interviewing people.

Rules for Police Station

This Station is to be used by the Department of Public Safety and the State Police.

It must NOT be used as a hang out for women, children, loafers, and others who do not have specific business with the Department of Public Safety.

The telephone is not a public phone and must be used for official business only.

The space is limited and only material belonging to the Department of Public Safety shall be stored therein.

It must be kept clean and tidy at all times.

These rules and regulations shall supplement any other rules and regulations heretofore passed by the Commissioners.
